Through collaboration with lawmakers, government agencies, veteran service organizations and advocacy groups, the Elizabeth Dole Foundation has championed legislation that addresses the unique needs of military and veteran caregivers and honors their vital contributions to our nation.
Our History
Since the inception of the Elizabeth Dole Foundation, we have worked with lawmakers to pass several pieces of legislation that directly benefit our community.
But most importantly, the Foundation partners with military and veteran caregivers to assess their needs and advocate for changes in policy to ensure caregivers receive support and resources they need to thrive.

- A Letter in Support of the Helping Heroes Act of 2023
- Senator Elizabeth Dole Testimony before the U.S. Senate Special Committee on Aging
- Elizabeth Dole Foundation Submits Public Comments to the VA on the Program of Comprehensive Assistance for Family Caregivers
- Steve Schwab Written Testimony for “VA Caregiver Support Program: Correcting course for veteran caregivers” – A hearing of the House Committee on Veterans’ Affairs
- Signing of the VA Mission Act in 2018, which expanded the VA’s Program of Comprehensive Assistance for Family Caregivers (PCAFC) beyond those caring for veterans who served after September 11th, 2001.
- Introduction of the Helping Heroes Act of 2023, which provides assistance to the roughly 2.3 million children caring for a disabled veteran
- The Veteran Caregiver Reeducation, Reemployment, and Retirement Act, which expands medical and employment benefits for military caregivers
